I'm a tad confused. :) Does this mean "stairs to the 3rd floor" perhaps?
I'm thinking this a simplistic way of saying stairwell #2"that fits more aesthetically with the "floor" which would be the 3rd floor. it was in a business school.
Does stair 1 have the nice stonework too?

A sign that quite difficult to understand, at least to me, but interesting, I agree that we must be there to know the story behind the sign.
