this was taken in Waterloo County, I think. or maybe Perth.

I've not seen a sign like this, but plenty of horse drawn vehicles can be seen in Berne, Indiana.
I saw a few of these when visiting in Amish country. Don't know why I failed to photograph one. So glad you did.
