As with most places, I would imagine the city wants their cut of the profits. It would be nice to think they are also concerned about public health safety issues.

I think are pavements aren't wide enough to attract vendors so no need for such signs but suspect if they were there would be.
Not enough foot traffic in our downtown area to have food carts. Removal zone of what?
@Gerald - the pavements are wide enough and there would be plenty of customers (the boardwalk is steps away)@Scrappy Grams - removal of the food cart, I presume
Rules like these make for a sterile and soul-less city...
