so sorry to hear about this; our weather in the USA is so wacky right now. in California, they are dealing with fires, drought, and mud slides!
This sounds like a large scale flooding. Our weather too is so strange and quite eerie. I have never seen so much winter rain on my Mornington Peninsula. Hard to get out to take photos.

I lost beloved books to water damage once in Arkansas, but that water came from the roof after wind storm blew a tree on it.You have my full sympathy for having to part with your wet books (and all the rest).
